In Commander, Conclave's Blessing is a token-deck payoff — run it in a deck that routinely floods the board with creatures, and the counter bonus becomes backbreaking on a single evasive threat. Legacy, Vintage, and Modern are too hostile; a four-mana aura that folds to a single removal spell before it can attack is not a competitive choice in any of those formats. Pauper is the more interesting case, where go-wide commons strategies exist, but even there the tempo loss of a four-mana enchantment without flash is a real liability. Stick to Commander, specifically to token or swarm commanders where the counter count regularly hits five or more.
