The convoke cost means a wide board can cast it for free or near-free, and pairing it with Kiki-Jiki, Mirror Breaker turns that life gain into a repeatable engine.

Conclave Phalanx is a Commander card through and through — convoke rewards the wide creature boards that token and go-wide strategies naturally produce, and the life gain scales in a multiplayer game where your starting total has to survive three opponents. In Pauper it's a legitimate finisher in convoke-heavy white decks, where the cost reduction is real and the body is sizeable for the format. Legacy, Vintage, and Modern are too fast for a five-mana 3/5 with a conditional payoff; it won't see competitive play in those formats regardless of legality.
