Communal Brewing is a Commander card through and through — its design only makes sense at a four-player table where giving opponents copies of your spells creates political texture and engine opportunities that simply don't exist in a duel. In Legacy and Vintage it's technically legal but has no competitive application; the effect is too slow, too expensive at two mana for a do-nothing enchantment in a format that ends on turn one or two. Oathbreaker is the one other format where Communal Brewing could see play, since the multiplayer structure mirrors Commander closely enough to make the symmetry exploitable.
