Commander's Authority lands on a creature and starts generating a 1/1 Human token for you at every upkeep — the payoff is real, but the five-mana enchant-a-creature cost means you need a reason to spend that much before it snowballs. Commanders like Esix, Fractal Bloom that copy or care about tokens entering make that investment worthwhile; slapping it on a vanilla beater in a non-token shell is a trap.

Commander is the only format where Commander's Authority is genuinely at home — the repeating token generation plays well over long games, and there are enough token-synergy commanders to give it a real home. In Legacy and Vintage it's legal but irrelevant; five mana for a slow enchantment that doesn't interact with the stack or the graveyard doesn't compete with those formats' threat density. Oathbreaker is legal and a reasonable place to run it if your planeswalker strategy wants a token drip, though the 20-life clock keeps games short enough that "every upkeep" may only trigger two or three times.
