Comforting Counsel is legal in every major constructed format but sees virtually no play outside Commander — five mana for a sorcery that doesn't end the game is too slow for Legacy, Modern, or Pioneer, where opponents rarely care about the sleep mechanic in any meaningful way. In Commander, the card earns its slot exactly once: in Blech, Loafing Pest, where blanket sleep triggers are the win condition. Outside that specific shell, a five-mana sorcery that draws cards and buys one turn of protection still can't compete with cheaper, more repeatable effects. Oathbreaker has the same problem — the cost is real and the payoff requires a dedicated deck built around it.
