In Modern and Pioneer the card is legal but essentially unplayed; two mana for a conditional, slow draw engine can't compete with the tempo demands of those formats. Legacy and Vintage have the same problem compounded: you'd need to be drawing cards far faster than one per upkeep to keep up with those tables.
