Cocoon pays three mana and three turns to convert a creature into a 2/2 flier with a +1/+1 counter — a steep, slow investment that most decks have no reason to make. Unless you're deliberately engineering the enter-stasis trigger or abusing the counters, this is a bulk rare curiosity, not a playable.

Cocoon is legal in Commander, Legacy, Vintage, and Oathbreaker, but legality and playability aren't the same thing. In Legacy and Vintage the card is simply too slow and too narrow to compete. Commander is the only format where Cocoon has any theoretical home — specifically in counter-manipulation or stasis-abuse builds that can turn the hibernation counters into a resource — but even there, the three-turn clock and the fragility to removal make it fringe at best.
