Coastal Discovery draws two cards and can give you an Island — passable value, but five mana for a sorcery-speed Divination with a conditional land fetch is a lot to ask. Cheaper, unconditional draw spells exist at nearly every point on the curve, and Coastal Discovery rarely makes the cut outside of decks that specifically reward basic Island counts.

In Commander, Coastal Discovery competes in a crowded pool of blue draw spells, and five mana at sorcery speed is a steep price when Windfall, Concentrate, and Fact or Fiction all trade blows in the same range. The Island clause is relevant only in decks running Emeria, the Sky Ruin-style basics-matter synergies or commanders like Tatyova, Benthic Druid that generate value from land drops — outside of those shells, it's a footnote. In Legacy, Modern, and Pioneer, no competitive deck wants a five-mana sorcery that draws two cards; the format speed makes Coastal Discovery a non-starter. Oathbreaker is the one fringe case where a slower, value-oriented game might tolerate it, but better options still exist at the same cost.
