Coastal Breach bounces every nonland permanent your opponents control for six mana — and Undergrowth lets you pay one less for each creature in your graveyard, making it effectively free in the right deck. It's one of the most lopsided blue board wipes ever printed: you keep your stuff, they start over.

Commander is where Coastal Breach actually lives. Three opponents multiplies the tempo swing enormously, and graveyard-heavy blue or sultai decks can cast it for two or three mana by mid-game. In Legacy and Vintage it's legal but irrelevant — those formats don't have the creature density to fuel Undergrowth reliably, and six mana at base rate doesn't compete. Coastal Breach is a Commander card through and through.
