Cloudform lands a creature with hexproof and flying under a Manifest shell — and if you flip something big, you paid three mana to cheat it into play protected. The manifest randomness is the real cost: you have no guarantee what gets face-down, and without ways to manipulate the top of your library, Cloudform is a coin flip attached to a reasonable aura.

In Commander, Cloudform earns a slot in manifest-focused decks or any blue strategy that wants to cheat high-CMC creatures into play ahead of schedule — Kadena, Slinking Sorcerer being the obvious home. Outside Commander, Cloudform is legal in Legacy, Modern, Pioneer, and Vintage, but sees essentially no competitive play in any of them; three mana for a conditional hexproof beater is too slow and too unreliable when those formats demand consistency. Oathbreaker is where a dedicated manifest plan could squeeze extra mileage out of it, especially if your planeswalker supports topdeck manipulation.
