Cloak of Invisibility makes any creature unblockable and grants it phasing for one mana to cast and zero to equip — that's a guaranteed combat connection stapled to built-in protection from sorcery-speed removal. It's a narrow card that earns its slot only when you need both of those things on the same creature, but when you do, nothing at this price point does the job better.

Cloak of Invisibility is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker — and Commander is the only format where it sees any real play. In Pauper it's technically available but outclassed by evasion spells that do more for less. Legacy and Vintage don't want a one-mana Equipment that doesn't generate card advantage or tempo beyond one creature. In Commander, Cloak of Invisibility finds a home on commanders who need to connect reliably — Voltron strategies in particular — where the phasing clause doubles as a way to dodge wraths and targeted removal on your turn.
