Cliffside Lookout gives your whole team +1/+1 until end of turn for one white mana — a combat trick stapled to a 1/1 body, which is about as unimpressive as it sounds. Outside of niche Kor-tribal or equipment builds where Halvar, God of Battle // Sword of the Realms wants every body it can get, this card rarely earns its slot.

Cliffside Lookout is legal everywhere except Standard, but that ubiquity doesn't translate to relevance. In Commander, a one-shot +1/+1 pump on a 1/1 is too small to matter at a table where boards get wiped and creatures trade at 4/4 and above. Pauper is the one format where cheap, legal bodies occasionally find niche roles in go-wide white aggro, but even there the effect is underpowered compared to what common slots can do. Everywhere else — Legacy, Vintage, Modern, Pioneer — Cliffside Lookout simply doesn't clear the bar for competitive inclusion.
