Clarion Conqueror turns every nontoken creature you cast into a free Raise the Alarm — stacking a wide board faster than most removal can answer it. The cost is real: five mana is a lot to ask before the engine starts, and without a payoff like Winota, Joiner of Forces converting those tokens into more attackers, or Mycosynth Lattice warping what counts as a trigger, it's just a slow enchantment in a crowded five-drop slot.

Commanders with the highest synergy

Winota, Joiner of Forces
Winota, Joiner of Forces is the natural home: Clarion Conqueror floods the board with Human tokens on every non-Human cast, then Winota converts each of those attackers into free Human triggers, building a self-reinforcing loop that can empty your library of creatures in a single combat.

Ellivere of the Wild Court
Ellivere of the Wild Court wants as many creatures entering the battlefield as possible to distribute Role tokens, and Clarion Conqueror doubles the entry count on every nontoken cast — each spell becomes two bodies to enchant, doubling Ellivere's output without spending extra cards.

Clarion Conqueror is legal across every major constructed format but finds essentially no traction outside Commander — five mana for a creature-generating enchantment is simply too slow for Modern or Pioneer, where the game is often over before it untaps. In Legacy and Vintage the card doesn't survive the power-level bar. Commander is where it belongs: the long game rewards engines over efficiency, and a wide-board payoff scales harder with 99-card density of creatures than with any 60-card strategy.
