In Commander, Citizen's Arrest is outclassed by Swords to Plowshares and Path to Exile for creature removal, but its ability to hit planeswalkers and other permanents gives it a niche in white decks that need flexible answers on a budget. Pauper is where it competes most seriously — unconditional exile at common is rare, and the Treasure drawback matters less when opponents are already resource-constrained. In Modern and Pioneer it's too slow at three mana and too symmetrically punishing to see competitive play.
