Circle of Protection: Blue stops a blue source from dealing damage to you for one mana per activation — useful against a single evasive threat, but limited to one color and one damage instance at a time. It's a niche sideboard piece at best, and in Commander, where threats come from every direction, it rarely justifies the slot.

Circle of Protection: Blue sees essentially no competitive play anywhere it's legal. In Legacy and Vintage, where blue threats are common, dedicated hate pieces like Leyline of Sanctity or Hydroblast do the job more efficiently. Pauper is its most plausible home — common-legal and occasionally useful against blue aggro — but even there, it sits well outside the established meta. In Commander, Circle of Protection: Blue is a trap: it blankets only one color, costs mana every time it activates, and does nothing against the red, green, or black sources that will also be killing you.
