Choking Restraints exiles a nonland permanent until it leaves — but the controller can pay three mana to break it themselves, which makes it worse removal than almost every alternative at three mana. Skip it for Oblivion Ring or Imprisoned in the Moon unless you're playing Pauper.

Pauper is the only format where Choking Restraints earns a serious look, since the removal pool is shallow enough that the escape clause matters less. In Commander, three mana for conditional exile that hands the target's controller a clean out is simply too fragile — a single untap step and three spare mana erases your answer. Legacy, Vintage, and Modern all have access to unconditional interaction that costs less and asks less, so Choking Restraints never competes there. Pioneer follows the same logic. The card is format-legal everywhere but only playable in one.
