The ceiling is real in token swarms; the floor is a one-mana cantrip that doesn't draw a card, which means it earns its slot only when you're already threatening lethal.

In Commander, Charge is fringe — token strategies like Krenko, Mob Boss or Adeline, Resplendent Cathar can turn it into a surprise swing for lethal, but most white aggro decks would rather run Cathars' Crusade or a genuine pump spell with staying power. Pauper is the format where Charge is most competitive, slotting into white weenie and token lists that can flood the board fast and end games on turn four or five. In Legacy and Vintage it's theoretically legal but never played — the formats move too fast and the effect too narrow. Modern and Pioneer offer strictly better options at the same cost, so Charge doesn't see serious play there either.
