Ceta Sanctuary draws you a card each upkeep as long as you control a blue creature and either a green or red permanent — conditional draw stapled to an enchantment for three mana. The condition is easy to satisfy in the right deck, but three mana for a slow, interruptible draw engine is a hard sell in a format full of cheaper and more reliable options.

Ceta Sanctuary is legal in Commander, Legacy, Vintage, and Oathbreaker, but it sees essentially no competitive play in any of them. In Commander, the home where slow enchantment-based draw is most forgivable, it wants a deck running blue alongside green or red — Simic, Temur, or Izzet builds can satisfy the trigger easily, but those colors have access to far stronger draw engines at similar or lower costs. Legacy and Vintage move too fast for a three-mana do-nothing enchantment that takes a full turn cycle to return any value. Ceta Sanctuary is a Commander-only consideration, and even there it's fighting uphill.
