Celestial Kirin turns every Spirit or Arcane spell you cast into a targeted Wrath — any permanent with the same mana value gets destroyed, no questions asked. The catch is symmetry: you're blowing up your own stuff too unless you're building around it deliberately.

Commander is the natural home for Celestial Kirin — Spirit tribal and Arcane-matters decks exist specifically to abuse its trigger, and in a multiplayer game the ability to surgically destroy permanents by mana value at instant speed is genuinely powerful. Legacy and Vintage both allow it, but a four-mana 3/3 with a conditional destroy trigger can't compete in those formats where the game is often over by turn two. Modern has faster and more reliable removal options at every mana value, so Celestial Kirin doesn't have a real role there either. Oathbreaker is a viable alternative Commander-adjacent format where it can headline an Arcane-heavy build, though the smaller deck size makes it harder to consistently trigger.
