Captured by the Consulate locks down an opponent's creature permanently and adds a layer of protection by preventing your opponents from targeting that creature with spells or abilities — making the lock extremely hard to break without enchantment removal. Four mana at sorcery speed is the real cost, and in a format full of instant-speed answers, that window matters.

Commander is where Captured by the Consulate does its best work: multiplayer tables mean the 'opponent' restriction on targeting rarely comes up in practice, and permanently neutering a commander or combo piece for four mana is a reasonable deal. In Legacy, Modern, and Pioneer the card is legal but essentially unplayed — removal at sorcery speed for four mana can't compete with the efficient answers those formats demand. Oathbreaker shares Commander's multiplayer texture, so the same logic applies at a smaller scale.
