The exile clause makes it cleaner than most pacifism effects, but three mana for a single-target permanent lock is a hard sell when Commander removal needs to do more.

Legacy and Vintage are non-starters — the card is outclassed by every alternative at the same cost. Modern has better options at every point on the curve, so it sees no play there either.
