Captive Audience is a Commander card in practice — the three-upkeep death spiral only matters when a single opponent can be singled out, which multiplayer makes trivially exploitable and 1v1 formats make too slow. In Legacy, Modern, and Pioneer it's legal but essentially unplayable; seven mana for an enchantment that requires three full turns to kill is a non-starter when opponents are winning on turn two or three. Oathbreaker is the one non-Commander 60-card variant where Captive Audience sees occasional fringe play in group games, but Commander is where it lives.
