Captain's Call is a pauper-legal common, and that's the one format where it sees any real play — token count matters more when your synergy ceiling is lower and three bodies for four mana clears the bar. In Commander it's a fringe inclusion: token decks that want volume can usually find more efficient three-for-ones, and sorcery speed at four mana is a hard sell in a multiplayer game. Everywhere else — Modern, Pioneer, Legacy, Vintage — Captain's Call doesn't compete; those formats move faster than a four-mana sorcery that doesn't affect the board beyond three 1/1s.
