Calming Licid turns a 2/2 body into a repeatable Pacifism — pay one blue and tap it to enchant a creature and lock down its attack and block triggers, then pay another blue to return it to the battlefield when needed. The flexibility is real, but the mana investment to equip and un-equip makes it far too slow and fragile for any competitive context.

Calming Licid is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially zero play in all of them. In Commander, the effect — a soft lock on one creature's combat — is too narrow when a single card needs to answer a table of threats, and the two-mana activation cost each direction bleeds into your main phases. Legacy and Vintage have access to hard answers and counterspells that make a taxing enchantment-creature irrelevant. Oathbreaker is the one fringe case where a persistent, reconfigurable Pacifism on a body might amuse a casual table, but even there, Calming Licid is outclassed by cheaper enchantments.
