Commander is where Call to the Feast belongs — Vampire tribal is a supported archetype there, and the combination of token generation and lifelink maps cleanly onto Edgar Markov and similar commanders. In Pauper it's legal but irrelevant; four mana for vanilla 1/1s with lifelink doesn't compete at that level.
