Call to Serve slaps +1/+1 and flying onto a nonblack creature for two mana at instant speed — solid stats for the cost. It's a fine common in limited formats, but in constructed it's an aura that does nothing the turn it arrives and dies to any removal that kills the host.

In Commander, Call to Serve is outclassed — Hyena Umbra and Angelic Destiny exist, and a two-mana aura that doesn't replace itself or protect its host is a liability in a removal-dense multiplayer format. Pauper is where it has seen the most legitimate play, slotting into white weenie or skies builds that want cheap flying enablers at common rarity. In Legacy and Vintage it has no realistic application; the power ceiling in those formats is too high for a creature enchantment with no immediate board impact. It is simply not legal in Pioneer or Standard, so those aren't conversations worth having.
