In Commander, Call to Heel earns its slot in blink and bounce-value decks that need cheap, instant-speed interaction that doesn't card-disadvantage them — the draw clause is doing real work when your hand is empty on turn six. In Pauper, the common legality matters; it's a serviceable tool in tempo and combo shells where the cantrip keeps things moving.
