In Commander, Call to Heel earns its slot in blink and bounce-value decks that need cheap, instant-speed interaction that doesn't card-disadvantage them — the draw clause is doing real work when your hand is empty on turn six. In Pauper, the common legality matters; it's a serviceable tool in tempo and combo shells where the cantrip keeps things moving. Legacy and Vintage have access to far more efficient bounce spells, so Call to Heel sees essentially no play there outside fringe Aluren combo builds where the free-cast clause makes the draw irrelevant anyway.
