Commander is where Call the Gatewatch earns its keep, specifically in superfriends builds that need redundant access to a key planeswalker — think Atraxa, Praetors' Voice or The Ur-Dragon shells running Doubling Season. Outside of that niche, three mana to hand is a weak rate compared to Enlightened Tutor or even Idyllic Tutor. In Modern and Pioneer it sees essentially no play; the formats move too fast for a sorcery-speed tutor that can't find a threat or an answer.
