Four mana to activate at sorcery speed is too slow and too fragile for Legacy, Modern, or Vintage, where the game is decided before a repeatable enchantment can generate more than one or two activations. In Commander, the math changes — 40 life, longer games, and creature-dense strategies make each activation worth the investment, especially in decks that manipulate the top of the library.
