Cagemail locks a creature out of attacking or blocking and prevents its controller from activating abilities — for three mana to cast and one mana upkeep. It's a narrow, expensive-to-maintain Aura in a format full of better removal, and it rarely earns its slot.

In Commander, Cagemail sits at the wrong intersection of fragile and costly — enchant removal is everywhere, the upkeep tax adds up over long games, and simply killing the threat is almost always cleaner. Pauper is where Cagemail comes closest to relevance, since the removal pool is shallower and taxing a key creature can stall aggro long enough to matter. In Legacy and Vintage the card is legal but completely outclassed; no competitive deck needs an upkeep-costed creature lock when unconditional removal costs the same or less.
