Cage of Hands locks down a creature for three mana and, unlike most Auras, bounces itself back to your hand whenever you need to move it — that reusability is the whole reason to run it. The combo ceiling with Displacer Kitten turns that bounce trigger into a repeatable engine, which elevates it well above a vanilla pacifism effect.

In Commander, Cage of Hands earns its slot almost entirely through the Displacer Kitten interaction — without that engine, three mana for a pacifism effect is below the power threshold most tables demand. Pauper is where Cage of Hands is most honestly competitive, since the card pool is shallow enough that reusable removal Auras carry real weight. Legacy and Vintage are non-starters; the effect is too slow and too fragile for those formats. Modern has strictly better options at every point on the curve, so there's no practical case for it there.
