Cabal Shrine taxes every spell an opponent casts by making them discard cards equal to the number of cards in their hand that share a name with the spell — a snowballing soft lock when you can flood the table with tokens or copies of the same card. The setup cost is real, but once the naming symmetry kicks in, it punishes the redundancy-heavy decks that define Commander.

Legacy is the only other relevant home, and even there the two-mana enchantment is too slow for a format built on Force of Will and Brainstorm; it sees essentially no play. Vintage has the raw power to build around it, but the format's combo density means Cabal Shrine rarely survives long enough to matter. Oathbreaker is legal and the smaller deck size means more naming hits, but the format's lack of competitive infrastructure limits how seriously anyone will build around it.
