Cabal Shrine taxes every spell an opponent casts by making them discard cards equal to the number of cards in their hand that share a name with the spell — a snowballing soft lock when you can flood the table with tokens or copies of the same card. The setup cost is real, but once the naming symmetry kicks in, it punishes the redundancy-heavy decks that define Commander.

In Commander, Cabal Shrine occupies a niche discard-prison role — it punishes the tutors, redundant creatures, and staple spells that define the format, and multiplayer tables mean its effect scales with every opponent in the game.
