In Commander, Burst of Speed earns a slot in exactly one archetype: go-wide aggro that needs to end the game the turn it floods the board — think Krenko, Mob Boss or Jetmir, Nexus of Revels, where summoning-sick tokens suddenly become lethal. In Legacy, Vintage, and Pauper it's technically legal but crowded out by more efficient options or irrelevant to the formats' actual game plans. Modern doesn't want it either — the decks that care about haste run creatures with it baked in. Burst of Speed is a Commander-specific card in practice, even if the other formats are open to it.
