Burrowing grants mountainwalk to enchanted creature for one red mana — a conditional, non-transferable evasion effect that only matters when opponents are running Mountains. Outside of red-heavy metas, it does nothing.

Burrowing is legal in Commander, Legacy, Vintage, and Oathbreaker, but legal doesn't mean playable. In Commander, three or four opponents means at least one is probably on Mountains, so the mountainwalk trigger fires more often than in duels — but you're still enchanting a single creature with a removal-bait aura to get conditional evasion you could replace with trample or flying at the same or lower cost. Legacy and Vintage have access to it, but no competitive shell wants it. Burrowing is a curio from an era before better evasion existed, and that's where it stays.
