Broodcaller Scourge is a Commander card front to back — the payoff scales with the density of Dragon synergies your deck can assemble, and 100-card singleton Dragon tribal is exactly the environment where that density is achievable. In Legacy and Vintage it's technically legal but irrelevant; six mana for a conditional token generator doesn't come close to competing at those tables.
