Brine Seer lets you counter a spell by revealing any number of blue cards from your hand — one counter per card revealed — which means a hand full of blue makes it a multi-spell counter on a single activation. The cost is that it taps and requires UU plus the reveals, so empty-handed it does nothing.

Commander is where Brine Seer has a real home, specifically in mono-blue or heavy-blue decks that naturally stockpile cards in hand — Azami, Lady of Scrolls or Teferi, Temporal Archmage builds can reveal four or five blue cards without breaking a sweat. In Legacy and Vintage it's legal but irrelevant; Counterspell and Force of Will make a conditional, tap-required creature counter redundant in those formats. Oathbreaker follows the same logic as Commander at a smaller table, and the tighter game pace can make the tapping drawback more punishing.
