Bright-Palm, Soul Awakener is a Commander card through and through — it needs a wide board and a high-power threat to make the counter distribution meaningful, conditions that 100-card multiplayer provides far more reliably than any 1v1 format. In Legacy and Vintage it's technically legal but wildly outclassed; nobody is casting a four-mana do-nothing-immediately creature in those formats. Oathbreaker offers a narrower window where +1/+1 counter synergies run deep enough to justify it, but even there the power ceiling is lower than in Commander.
