Breath of Dreams taxes every nonhuman permanent an opponent controls with a cumulative upkeep of one blue mana — left unchecked, it drains entire mana bases and forces opponents to sacrifice their best threats. Commander is the only format where Breath of Dreams earns genuine consideration — four opponents means four pools of nonhuman permanents accumulating age counters simultaneously, and the cumulative upkeep pressure compounds faster than any single player can manage. In Legacy and Vintage it's theoretically legal but wildly outclassed by cheaper, more targeted disruption. Breath of Dreams lives in blue control or stax shells in Commander, particularly those that can protect a four-mana enchantment long enough for the upkeep costs to become lethal.
