Brawler's Plate is legal in Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but competitive pressure in those 60-card formats makes it a non-starter — better equipment exists at every cost bracket. In Commander, the only reasonable home is a dedicated Voltron build desperate for redundancy after slots 10 through 15 are already filled with Sword of Fire and Ice, Colossus Hammer, and their peers. Even there, Brawler's Plate competes against equipment that grants evasion, protection, or an enters-the-battlefield effect, and it loses that comparison cleanly.
