In Legacy and Vintage, the effect is too slow and too narrow; formats with four copies of non-legendary threats don't reward a card that can only target a subset of permanents. Modern and Pioneer are similarly unkind — Bounty Agent competes with cheaper, unconditional removal options and rarely makes the cut.
