Bounce Off returns a creature to its owner's hand and replaces itself — two effects on one card for two mana. It's a fine Limited tempo play, but in Constructed it's outclassed by nearly every alternative that either bounces for less mana or draws without conditions.

Bounce Off is legal everywhere and competitive nowhere outside Limited. In Commander, a bounce spell that only hits creatures and draws one card doesn't move the needle — the format demands removal that answers threats permanently, and the cantrip doesn't compensate for the lack of lasting impact. In Pauper, where cantrip efficiency defines the format, Bounce Off competes directly with Vapor Snag and Snap, both of which generate more tempo for less investment. Standard and Pioneer are the only homes where it occasionally surfaces in aggressive blue decks that value the draw step enough to accept the cost, but even there it rarely makes the final cut.
