Bottle-Cap Blast is a Commander card through and through — the Treasure discard condition is only reliably met in a format where dedicated artifact-token engines like Magda, Brazen Outlaw, Revel in Riches, and Smothering Tithe are commonplace. In Legacy and Vintage it's technically legal but sees no meaningful play; four damage at sorcery speed doesn't compete with the format's interaction density, and the discard cost is a real drawback when you're not building around Treasures. Oathbreaker can support it in the same artifact-token shells that Commander does, so it's worth a slot there if your planeswalker enables the engine. Everywhere else it's either banned or simply outclassed.
