Bonds of Quicksilver taps a creature and locks it down for as long as the Aura stays attached — solid stax effect, but four mana for an enchantment that does nothing the turn it enters and dies to any enchantment removal is a steep ask. There are cheaper, more resilient ways to neutralize a threat in blue.

Bonds of Quicksilver is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it sees essentially no play in any of them. In Commander, four mana to tap one creature is tempo-negative — you want your removal to answer threats permanently, not babysit them until someone answers your Aura. Pauper is the only format where the cost floor is low enough that Bonds of Quicksilver could see fringe play, but even there Sleep or Narcolepsy outperform it in nearly every shell. Across competitive formats, it's simply outclassed.
