Body Double enters as a copy of any creature in any graveyard — opponent's bomb included — for five mana, which is the whole pitch. The cost is real, but Karmic Guide loops and Lazav, Dimir Mastermind synergies push it well past bulk status in graveyard-heavy Commander builds.

Commander is where Body Double does its real work — graveyard density is high, targets are enormous, and the political upside of copying an opponent's creature is unique to multiplayer. In Legacy and Vintage it's legal but rarely sees play; five mana for a clone effect is too slow against the formats' threats, and Phantasmal Image or Phyrexian Metamorph fill the clone role cheaper. Modern is the same story — the rate doesn't compete. Body Double is effectively a Commander card that happens to have broader legality.
