Blue Dragon is a five-mana 4/4 flier with no enters-the-battlefield effect and no built-in protection — a vanilla threat in a format full of five-drops that win games. It's not unplayable, but it needs a very specific context (tribal synergy, reanimation fodder, or a dragon-matters payoff) to justify the slot.

Blue Dragon sees no meaningful play in competitive formats — Legacy, Vintage, and Modern have no interest in a five-mana vanilla flier when the bar for that slot starts at immediate board impact. Pioneer is similarly uninterested. Commander is the only context where Blue Dragon has a real home, and even there it's limited to dragon-tribal decks that need bodies to hit critical mass — think Miirym, Sentinel Wyrm or The Ur-Dragon, where every dragon in the 99 contributes to cascade value or count-based payoffs. Outside tribal, it doesn't make the cut.
