Commander is where Bloodthirsty Conqueror belongs — three opponents means triple the drain triggers per combat, and the vampire tribal density in the format's most popular decks makes it easy to slot in. In 60-card formats like Modern and Pioneer it's legal but largely irrelevant; five mana for a creature that requires attacking is too slow against the format's answer density. Standard and Legacy have the same problem from different angles — Standard lacks the tribal infrastructure to maximize it, and Legacy has no interest in a five-mana creature that doesn't win on the spot.
