Commander is where Bloodthirsty Conqueror belongs — three opponents means triple the drain triggers per combat, and the vampire tribal density in the format's most popular decks makes it easy to slot in. In 60-card formats like Modern and Pioneer it's legal but largely irrelevant; five mana for a creature that requires attacking is too slow against the format's answer density.
