Bloodied Ghost is a Commander card through and through — the -1/-1 counter synergies it enables require a critical mass of support that only a 99-card singleton format can reliably supply. In Legacy and Vintage it's legal but irrelevant; a 3/3 flyer for three with a built-in counter doesn't compete in those environments. Modern has faster, cleaner combo infrastructure and no reason to run it. Bloodied Ghost finds its ceiling in Commander shells built around undying, persist, or -1/-1 counter manipulation, where the counter becomes a resource rather than a cost.
