Blizzard locks down all lands with a basic Forest as long as snow is in play — a hard nonbo against green mana bases that makes it nearly unplayable in most Commander pods. Narrow enough that only dedicated snow-hate or land-denial builds have any reason to slot it.

Blizzard is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees virtually no competitive play in any of them. In Commander it's a curiosity — the enchantment punishes green players broadly, but green is so dominant in the format that you're often just taxing your own mana base too. Legacy and Vintage have faster, more reliable ways to disrupt mana, and Blizzard's dependency on a snow permanent makes it too conditional to earn a slot.
