The cost is steep enough that it belongs in dedicated shells rather than generic blue goodstuff, but alongside Thassa, Deep-Dwelling the enters-trigger loops into a token engine that justifies every mana.

Benthicore is a Commander card through and through — the combination of seven mana, tribal tokens, and tap-for-mana payoffs only coheres in a 100-card singleton format where you have time to assemble a board and commanders like Merfolk lords reward the creature type. It's technically legal in Legacy, Modern, and Vintage, but a seven-mana do-nothing-on-its-own creature has no place in those formats. Commander is the only context where Benthicore earns a slot.
