Bearded Axe is a Commander card through and through — the counter-stacking payoff only becomes truly explosive with tribal-synergy commanders like Bruenor Battlehammer, and singleton formats give it the redundancy cover it needs. In Modern and Legacy it competes against Equipment that either costs less to cast, equips for free without a companion condition, or provides immediate board impact, so it sees virtually no play there. Pioneer is the same story: the aggressive Equipment decks that exist simply don't want a three-mana setup piece that requires a tribal engine to justify its slot. Stick to Commander, and specifically to Dwarf or Warrior tribal builds.
